[Tuxpaint-users] Tux Paint 0.9.21 source released!

Tux Paint 0.9.21 source has been released!  I'm not going to do a wider
announcement (no press release or notice to 'tuxpaint-news' list) until
Windows and Mac OS X builds are available.  (Plus, the press release is in
the middle of a re-write.)
