[Tuxpaint-users] Tux Paint 0.9.21 beta for Windows

A beta release of the upcoming version of Tux Paint, 0.9.21, is now
also available as an installer (.exe) for Windows.

This was created by TOYAMA Shin-Ichi, and I believe is only for newer
versions of Windows (XP, 2000, Vista and I assume also Windows 7).
