Hi Leslie, On Mac OS X, you need to rename the ".tuxpaintrc" file to "tuxpaint.cfg", and place it in (home directory)/Library/Application Support/TuxPaint/ Look under the section "Mac OS X Users" in the Options documentation, and you should find this info there.
