Ah, because all of Mosaic's work happens at switchin(), it seems.  Hrm. :^(
(It applies the filter to the entire image, then copies what's needed when
you click-and-drag.)

The fact that switchin/switchout get called on emtpy slots in the toolbar
is a bug, though...
