Yes, installing XCode 2.5 and the OS X 10.2.8 SDK on Leopard should be no problem. The actual problem lies elsewhere: when I twice tried to build Tux Paint for OS X 10.2.8 a few years ago, using XCode 2.x and the OS X 10.2.8 SDK, I always ran into strange link errors due to duplicate symbols in the OS X 10.2.8 libraries and elsewhere in the Tux Paint dependencies (libintl I think, but my memory is hazy...). In the end I gave up in frustration.
