It sounds like libSDL doesn't currently have an API that allows us to do this,
but Microsoft explains how to do it here, so it's at least possible
(some thought it didn't, others argued it wasn't a good idea, but they don't
seem to realize it's important for kids' software, like TUx Paint!):

We may be able to incorporate that code into Tux Paint directly,
but I'm not sure.  It certainly won't be until the next release, at the
soonest.  And since we just made a release, that means it won't happen
for at least a few months!
