I think something along those lines would work. Quite a lot of work was done to that effect with a port of timesheet for the Xoops Content Management System. See: http://sourceforge.net/projects/timesheetxoops/ This was the original version of timesheet that I came across and used and modified before finding the nextgen project. I think we could update the way Isabelle's language stuff works to be more object orientated. The principle however is sound. Maybe a look at drupal may be interesting. They have something to do with a $t() function. Don't know much about it though.
