Not a solution but for what it's worth I found the timezone settings in tsheetx to be tempermental. The only way I found to make the system stable was to explicitly set the timezone in php.ini to 'Europe/London'. Which I know is what you said you can't do but does illustrate that something doesn't appear to be totally in that bit of the system.
