Up and down stairs can be found in shops (at least down stairs can occur in the town scroll shop). Shops can be robbed in this way. (Items retain their price tag.)

The Library (town scroll shop) is a special case that always has descending stairs...

However, it's true this could be used to steal from the shop. The walls on Lv. 24 could be made "too hard to dig into", but maybe there's a more natural solution. I'll think about it.
