[TiLP-devel] TI-84+ USB OS upgrades

Now that the release is uploaded, I've reenabled the experimental TI-84+ USB 
OS upgrade support so it can be tested. Hopefully Romain will get a repaired 
TI-84+ back soon so he can test that feature. :-)
