[TiLP-devel] tilp autotools updates

I've updated config* scripts and Makefiles of tilp.

Not all Makefiles have been updated yet, because I want to have the
current changes tested first. Also, the plugin sub directory is
currently disabled, because I had some problems with it during a test
build. I'll take a look at that later.

And do we still need the misc sub directory? As far as I can see,
appsign83 used to be there, but there's nothing there now.
