[TiLP-devel] Compiling TiLP on Win32

What is the recommended means of compiling TiLP libraries on Win32?  Is
it using mingw?  msys?  Are there any special defines that need to be
set?  (__WIN32__ ?)  If so, how and where should they be set?

In the win32/mingw folder of each library source, there is a README
which says to './config4mingw', 'make', and 'make install'.  However,
there is no config4mingw script.  There are some other files that look
like they're used for compiling dll's, but no info on how to use them.
