Well, as Julien already pointed out, recode or iconv will do, though
opening and saving the po file in kbabel will do the same.

I would also recommend to the other translators to use kbabel rather 
than plaintext editors (though i bet there is a pofile script for emacs 
by now) since it is a quite advanced pofile generator. There was an 
older translation by Michael Piefel with many useful phrases which I 
could load as a helpfile and then copy the matching phrase with only a 
keystroke.
It also prevents you from messing up with \n and %i/%u etc stuff.

P.S.: No, I'm not that much a KDE fan - Window Maker is running here and
