Hello,

Windows hates having multiple drivers for the same piece of hardware, and TILP and TI-Connect cannot use each other's drivers for multiple reasons... so, in the current state of things, they interfere with each other.

I suggest doing the following actions:
1) unplug your 84+ from the computer;
2) uninstall both TILP and TI-Connect;
3) plug your 84+ to the computer;
4) open the peripherals manager (whatever its name in your locale). The 84+ _should_ be seen as a USB device with a problem, with a black-on-yellow question mark;
5) if there is a driver for the 84+, whether libusb-based (TILP) or not (TI-Connect), click right on its entry and uninstall it;
6) unplug the 84+;
7) reboot the computer;
8) install either TI-Connect or TILP;
9) reboot the computer again;
10) plug the 84+, and proceed with either TI-Connect or TILP.
