Well, libticables2-2.dll is a terribly ancient version. Use the latest 1.18 version of TILP II, which depends on a much newer version of libticables2 and the other libti* :)

Was an earlier version of TILP installed on your computer before ? As I wrote, TILP II 1.18 does not depend on libticables2-2.dll (I've checked), so there's something else going on.
BTW, you did not specify which version and type (32-bit or 64-bit) of Windows you're using, which calculator you have, which cable you're using between the computer and the calculator, and to a lesser extent, which is the OS version on your calculator ? ;)

iconv.dll is also missing. I have attempted to install tilp on 3 different pc's and each time it claims that iconv.dll is missing. On the 3rd pc that I just now tried, it claimed libticables2-7.dll was missing as well. All pc's so far are Win 7 64bit. Calc is a new Ti84 + CE and ia m using the usb cable that came with it. Are there older versions of this software for download? Maybe I will have better luck with an older version.

We'll solve the problems one at a time, but this TILP II 1.18 installer is definitely able to install binaries which have worked for a number of persons over the past year and a half :)
In general, it's seldom wise to use an older version... and in your case, it would give poor results, as TILP II 1.18 (mainly, the associated libticalcs version) is the first version which can communicate reasonably well with a 84+CE/83PCE ("TI-eZ80 series") ;)
TI made the TI-eZ80 series' DUSB communication different enough from both the 84+/84+SE/84+CSE DUSB communication and the 89T DUSB communication to trip earlier versions of libticalcs.

I have GTK2 runtime installed ( I had to do it manually because the tilp installer kept giving me errors) but it still wants that iconv.dll (which I found on the web).

Ok I did a google search and found others with the same problem. I saw your reply for win 8 / 10 users and even though I am running win 7 , I tried your suggestion anyway and it worked!
Again I am on Win 7 (though I will try it on win 10 just to see what happens) so not sure why your fix worked but it did..thanks. Here is what worked for me..hope it helps someone else with same issues:
Nope, driver version -1.-1.-1.-1 indicates that it isn't properly installed, so TILP cannot find your calculator / cable.
That is natural on Win 8/8.1 and 10 Developer Preview, even when TI-Connect wasn't previously installed on that computer. You need to use Zadig ( http://zadig.akeo.ie/ ) to force, in a few clicks, signature of the CAT file.
The procedure is as follows:
- in the Options menu, make sure "List all devices", "Create a Catalog File" and "Sign Catalog & Install Autogenerated Certificate" are checked;
- select your calculator / cable in the dropdown list;
- select the libusb-win32 (v1.2.6.0) driver, if that wasn't the default choice;
- click Reinstall driver.
That procedure was reported to work by multiple persons (including myself, on Win 10 DP) on all relevant calculator models.

When installing GTK+ runtime on Windows, you need to check the "install compatibility dll" option when prompted to get the right iconv.dll file. It's now unchecked by default.

This is version 1.18. It was also missing another dll but I was able to download that but software still not working. Mabye try an older version?

iconv.dll being missing is a sign that the GTK+ runtime is not installed. Download https://downloads.sourceforge.net/project/gtk-win/GTK%2B%20Runtime%20Environment/GTK%2B%202.24/gtk2-runtime-2.24.10-2012-10-10-ash.exe?use_mirror=autoselect and install it :)
