l10n/zh_CN: complete translation of the Chinese catalog by zengjie (100%)

mimeview: Allows disabling warnings due to exceptions in `IHTMLPreviewRenerer` rendering by setting the `disable_warnings` hint, and disable warnings when rendering from a `Formatter`.

This fixes a spurious warning in the ticket comment preview when some wiki text in the ticket fails.

Discussed in comment:11:ticket:9264 and following.

upgrade: Added a hint to run `trac-admin $ENV wiki upgrade` after a successful `trac-admin $ENV upgrade`.

setup: follow-up to r9638, we also don't need to install the `messages.pot` file.

mimeview: Fixed !JavaScript syntax highlighting with Pygments, by working around Pygments not knowing the `application/javascript` MIME type.

Closes #9288.

setup: ensure `compile_catalog` command is called before `bdist_wininst` and `bdist_egg`.

That way, the `.mo` files (but not the `.po` files) are available at runtime.
This however depends on the Babel dependency being installed when running these `bdist_*` commands.

Closes #9291.

ticket: Changed the date separator in ticket queries from `';'` to `'..'`, as the former is intepreted as a query argument separator.

Closes #9303.

l10n/hu: few corrections and update to latest pot

deleter: Strip the `<span>` used as a workaround for #G385, similar to [9631].

l10n/ja: Updated to latest extraction (based on r9632, 100%)
