TracBrowser: fix a link which was not MultiRepos compatible and remove a spurious call to `enableBlame`.

WikiProcessors: `span` can be called as a wiki processor and the parameter arguments given on the processor specification line will be used as the attributes for the <span>.

WikiProcessors: fix a potential problem with processor arguments.

At the same time, this makes it now possible to differentiate between being called as a macro (`args is None`) and via a code block.

Related to #8204.

versioncontrol: Cosmetic (indentation) fixes.

versioncontrol: Follow-up to [9189], made `preset_cache()` slightly more generic (needed for #6654).

db: Added a missing space in an SQL statement. Related to #8751.

TracBrowser: improve keyboard navigation
- uses 'L' for log shortcut (so this leaves us 'l' available for another use, see #7867)
- 'o'pen, 'v'iew, 'A'nnotate or 'reload' the entry under the mouse, if no current row has been selected yet with 'j' or 'k'
- a few more code clean-ups

db: Mostly cosmetic fixes related to #8751, and fixed #9059 as suggested in comment:1:ticket:9059.

#8751: most of the changes did happen on trunk recently, removing the branch.

l10/he: remove .mo file added by mistake
