TitleIndex macro: add a ''compact'' format.

WikiFormatting: !MacroList(*) produces a short list of known macros.

A shortcut form of ![[?]] is also possible.

WikiFormatting: macro help can now be queried by appending a '?' character to the macro name.

e.g. `[[Image?]]` is a shortcut for `[[MacroList(Image)]]`.

0.12dev: Follow-up to [8972]: removed obsolete CSS, and included `code.css` explicitly.

0.12dev: Replaced all (mis)uses of `LIKE` for case-sensitive prefix matching with a range condition. All remaining uses of `LIKE` are case-insensitive, so `db.like()` is left case-insensitive as well.

Ticket comment editor: make it less easy to ''Edit'' a comment when the intent was to ''Reply'' to the comment. This is especially important for the last comment, where there was little visual difference between the two modes.
- swap ''Edit'' and ''Reply'' so that ''Reply'' comes first
- give a visual hint that we're editing the comment by using a distinctive background for the textarea

Ticket notification e-mail template: add missing space separator.

i18n and notifications: don't translate the notification mail, as we currently have one notification mail which is sent to every interested party.

Anyway, picking the current language (the one of the user triggering the notification) is the wrong thing to do, so the best thing to do given the present status of the notification subsystem is to ''not'' translate the mail.
