Ticket comment editor: make it less easy to ''Edit'' a comment when the intent was to ''Reply'' to the comment. This is especially important for the last comment, where there was little visual difference between the two modes.
- swap ''Edit'' and ''Reply'' so that ''Reply'' comes first
- give a visual hint that we're editing the comment by using a distinctive background for the textarea
