i18n: translation of labels for !TracAdmin panels.

i18n: fix pre-i18n "match(es)" plural in report view.

Related to #8545.

PNG mime-type changed with Python 2.7.

All tests pass with Python 2.7a1 (on Windows Vista), except:

Fix functional test broken by i18n changes to the ticket progress bar template in r8904:
- the original string was missing a trailing ':'
- the `follow('Closed tickets:')` form had to be turned into the singular form

i18n: text in ''title'' and ''alt'' attributes get translated automatically, no need to wrap them in `${_(...)}` expressions.

Also added a few more translations that were not picked so far,
notably for the milestone "progress bar", which closes #8588.

0.12dev: Reverted silly "refactoring" from [8901].

0.12dev: In the automatic preview, update the preview immediately on blur, but keep the delay for key presses.
