MultiRepos: bug fix for r7971, which was not tested against svn repositories.

Also, reworked the logic a bit: test for visibility ('CHANGESET_VIEW' perm) before adding to the list of repositories.

MultiRepos: `resync` admin command cleanup.

We don't want to have the ''clean'' parameter inside the `_do_resync` method, as those arguments map to the ''resync'' command arguments.
