MultipleRepositorySupport: more bug fixes
- `RepositoryManager.get_repository` may try to get a repository for which the backend was not loaded
- `username` attribute needed in the `MockPerm` class
- fix rendering of `changeset:` links when there's no reponame specified
- add a few missing `reponame` in changeset resource specifications

Changed:
- links to missing changesets simply have no href attribute
- `export:/path` links should actually refer permanently to the ''latest'' revision of the node, not to the latest at the time the link was created

Clean up files from translations that are not used anymore.

Another TracAdmin `hotcopy` fix: fail with a nicer error message when the destination for `hotcopy` already exists.

Also, make sure that aborts due to !TracError exceptions also result in a non-zero exit code.

Should put #3198 to a rest...

0.10.5dev: ported r6484 from trunk (''fix hotcopy with newer SQLite, #6627'')

Newer version of SQLite keep another protected journal file around, which can't be copied during TracAdmin's `hotcopy`, at least on Windows.

Fixes #6627.

i18n branch: Some updates to the german catalog.

Improvements to the per-request permission (decision) cache by storing the resource for disambiguation in case two resources have the same hash. It also does away with using exceptions, and instead uses regular flow control.

Finally it adds some tests for `Resource.__eq__()` to make sure the resource equality checking works as expected.
