Fix label/input binding in attachment form

Fix a minor layout glitch in the navigation bar, where the active item would
become one pixel two wide when in hover state.

Make sure htdocs_location always ends with a '/'. Closes #312.

Don't try to import email.foo modules unless email notification is actually enabled. Closes #386.

Better handling of NULL/empty string values in Ticket.py.

Close the <PRE> block opened by Enscript, otherwise everything after the code
block will be monospace and ugly.
