Rework r4523 to use a generic warning (reporting annotator failures)

Transform into a warning any TracError that could happen during the early resync done for each request.

The inability to synchronize with the repository is a serious error which should be dealt with, but this shouldn't prevent the whole system (wiki, ticket system, etc.) to be used. To that end, the warning is the best compromise: the error is not masked, but the Trac instance is usable besides the versioncontrol subsystem.

Use a warning when previewing a ticket without a summary.

fix the layout for the warning box (follow-up to r5226)

Follow-up to r5190, finalize #3873 by adding a warning when an already granted permission is added again.

Add a `req.warning(msg)` method to the Request object. This makes it possible to signal a non-critical error to the user while still delivering the normal content of the page.
