Saving the metadata changes in a repository sync as soon as possible, in case there's no changeset to sync or there's some other early return. Fixes #5159.

Well, r5208 was a bit too fast, as the presence or absence of the href value is meaningful. Reverting it and making a correct fix (though probably not the optimal one).

Follow-up to r3999 and r5195, restore the 0.10 API for the Query class (with an added optional req argument to get_sql, though) and fix the unit tests. Related to #1467.

0.10.4dev: ported r5215 (''cnum validation, #5166'')

Validate change number information from the request, before saving tickets. Fixes #5166.

Enable subclasses of the `TracError` exception to setup their title on the class level, plus some minor style fixes.

Follow-up to r5189, which permitted the ''Error: None'' title when the error reason was None.

Another #5099 fix, replying to change with empty comment works now.

Remove a duplicate line that has been introduced a while ago [3935] with the merge of the datetime-genshi branch.

Fixes #4742.
