0.10.4dev: follow-up to r4664, merged r4669.

Follow-up to r4662: we need to let the ''The 'repository_dir' has changed'' error go through.

Some cosmetic improvements for the TracChangeset view:
- show legend for file changes before the list of files (#813)
- add the file count to the file legend, e.g. "- 5 added - 3 modified" (#3104)

Add helper function to assemble CSS class name lists in templates, and use it to fix #4614.

PermissionPolicy: simplify some aspects of WikiContext and clarify its documentation
- rename `self_href` to `resource_href`, to better express the intent of this method
- simplify `resource_href`: no need to take the anchor into account, and get rid of the `get_args` helper method
- get rid of the `local_url` method (inlined in the Formatter)

Fix patch renderer unit tests, following the r4655 change.

0.10.4dev: ported r4662 (''ignore error in concurrent sync(), see #4586'')

0.10.4dev: fix the version string which was still saying 0.10.3dev ...

"Quick" fix for the exception raised during concurrent sync() attempts: simply ignore the error. See #4586

Fix the milestone admin panel, w.r.t. to setting the completed date. Another attempt at fixing #4466.
