PySqlite backend: disable connection pooling, except on Windows. This was triggering crashes on Linux, so we can't keep connection pooling enabled until this gets fixed upstream (pysqlite🎫187).

In the svn versioncontrol backend, cope with not properly UTF-8 encoded changeset metadata. Fixed #4321.

Fix php highlighter broken in r4399. `isinstance(stream, list)` was letting the line-generator pass through and assuming it was Genshi events.

spamfilter: add info to `setup.py` for registering on Cheeseshop

Obfuscate e-mails, unless:
- `[trac] show_email_addresses = true` (defaults to false)
- the user has the EMAIL_VIEW privilege

This addresses #153.
