`milestone:` TracLinks support arguments and fragment identifiers, according to #2168.

In addition, one can now specify an explicit version of the page, using the `@<version>` notation, similar to what is used for `source:` links (as discussed in #2635).

The CamelCase wiki links ''don't'' support arguments, but they do support a version specification (and still support a fragment identifier).

Some examples:

- wiki:WikiStart?format=txt
- wiki:WikiStart@...?format=txt

Raise an exception when requesting a version of a Wiki page which doesn't exist.

More arguments and fragment support for TracLinks according to #2168:
- Browser
* `source:trunk/README.html?format=txt`
* the `export:` link resolve ''doesn't'' support arguments, by design.
It supports fragments, though, so that can link to some anchor inside raw HTML documents
- Log
* `log:trunk?limit=10`
* `[10:20?verbose=yes&format=changelog]`

Also, the `export:` link resolver now accepts these two forms for specifying the revision:
- export:123:/foo/pict.gif
- export:/foo/pict.gif@...
(when the revision is omitted, defaults to the latest)

Changeset TracLinks now support arguments (#2168) and fragment identifier (#2078).

Also, the file entries in the changeset view have now an anchor.
