This is a follow-up to [1561], which not only simplifies the `shorten_line`
code, but is also more effective at packing multiple lines into one.

Follow-up to the TracDiff branch integration: completed the dummy svn module/objects needed for loading the svn_fs module when the Subversion bindings are not available. Reported by eblot.

* Removed redundant workd ''ticket'' from extension methods where it made sense.
* Added `ITicketManipulator.filter_actions()`.
* `ITicketWorkflow.get_action_controls()` now returns a tuple in the form `(label, controls)`.
* `ITicketManipulator` filters now filter the list elements in-place.
* Fixed bug where control tooltips were bleeding into the next control displayed.
