a few occurrences of `_pages` in the Wiki api were not converted to `_index` with [1977] (fixes #1863)

WebAdmin: Actually save and display the component description.

WebAdmin:
* Parse/format dates on the version panel.
* Provide <textarea> for wiki-formatted descriptions when modifying versions or components.

Fix exception thrown when a date cannot be parsed.

Centralize date formatting and parsing. This also transcodes date strings from the default system encoding to UTF-8, and thus should fix #1081.

Remove some Python-2.4-isms that slipped into [2248].

Don't use `ez_setup`. You need to have `setuptools` properly installed to use the plugin anyway.

Fixes for deleting wiki page versions:
* the confirmation page didn't have a "version" field in the form, so it was
deleting the whole page
* deleting a single version was redirecting to WikiStart instead of back to
the current page
* a !WikiPage model that deletes its own version will now refetch the content
of the latest version of the page
* add test cases for checking the `page.exists` value after deletion

Fix a milestone unit test that was broken since [2237] when using PySQLite2.
