fix usages of old permission API reintroduced by [1874] (fixes #1944)

install trac.fcgi to the bin folder

Remove debug print that could mess up CGI output.

Authz improvements. Don't display changesets on the timeline when they are inaccessible due to authz permissions. Display a Permission Denied error when viewing an inaccessible changeset rather than displaying some information about the changeset.

the query parameters when deleting a milestone was missing a "," needed to make it a tuple, which caused it to fail with the pysqlite2 wrapper

Deleting a milestone will now add a changelog entry to every associated ticket that has been retarget or reset. Fixes #1036.

Make `SubversionRepository.normalize_path` more robust, and added unit-tests for it.
