Fixes for deleting wiki page versions:
* the confirmation page didn't have a "version" field in the form, so it was
deleting the whole page
* deleting a single version was redirecting to WikiStart instead of back to
the current page
* a !WikiPage model that deletes its own version will now refetch the content
of the latest version of the page
* add test cases for checking the `page.exists` value after deletion

Fix a milestone unit test that was broken since [2237] when using PySQLite2.

fix usages of old permission API reintroduced by [1874] (fixes #1944)

install trac.fcgi to the bin folder

Remove debug print that could mess up CGI output.

Fix a Windows incompatibility introduced in [2239]. Using posixpath.join ensures we always get a forward slash in the path.

Authz improvements. Don't display changesets on the timeline when they are inaccessible due to authz permissions. Display a Permission Denied error when viewing an inaccessible changeset rather than displaying some information about the changeset.
