#21 Create a developers "Getting Started Page"

We need a getting started page targeted at developers. It should talk about:

- What you need to develop,
- How to use darcs to get stuff,
- Participating in the community (mailing list/IRC etiquette)
- How to use the bug tracker,
- "Project Map", IE What and where you need to go to do stuff.
