Move python postcombatexplode code into XML
This is a mod for the Fall from Heaven II mod for Civilization IV

The AI can't understand the usefulness of units that explode when they die (and injuring opponents) when the effect is all done in python. < bExplodeInCombat > seems to be mainly about the graphics effects. Need some new tags to go along with it.
...perhaps just the one tag will do.
I guess we could also consider tags for affecting friendly and neutral units.
