#165 Rights of Passage are 'cancelled' when Open Borders signed

Just a display issue. The Rights of Passage are cancelled message should be suppressed when they are being replaced with a more open agreement (ie Open Borders)

Actually, on further reflection, it might make sense to have both active at one time, that way the players would have the option of cancelling Open Borders but leaving Rights of Passage open.
