AI starts wars too early

In almost every game there are at least one or two civs who start early wars with Warriors and never get anywhere with it, severely suppressing their growth.
If the Warrior rush works, they end up in great shape, but often it does not. Look into warplan code and try and tone down early war-mongering (unless the civ has high war values)
This seems to happen mostly in ConquestMove(). A stack decides that the best target city belongs to another player and declares war to go take it. Need to figure out where in this section code things are going wrong.
