I think that Joomla (http://www.joomla.org ) or something similar would

      only chosen individuals (such as those involved with the project

This is all easily accomplished with Joomla, but again I look at it as a 
complicated beast. If there's another CMS that can accomplish all that 
without being too complicated, I'm all for it.
