I've tried installing TextCite 1.4 from the standard package but it won't install because the file seems to have been altered since it's been signed (tried downloading from a few different mirrors - same thing happens every time)

Theoretically this is not a TextCite program. The DMG file I produce is not signed, however, and Apple may have added additional restrictions to unsigned program downloads in Mavericks. I would suggest you first post on the Apple community site(s) and see if this is a more general Mavericks issue. I suspect this is the case because I haven't changed the code for several years, and this is the first time I have heard of this issue.
