#562 ref but not ptr allowed inside analytic, monogr, and series

As came up https://sourceforge.net/p/tei/bugs/448/#e83d , it seems odd that ref but not ptr is allowed inside analytic, monogr, and series. We'd like to be able to include a URL in a citation.
