#448 Bibliography: use of <idno> needs checking

The bibliography should reflect best practice as we describe it elsewhere in the Guidelines. This means that in the section using <biblStruct>, it should not use <idno> as a direct child of <biblStruct>. It probably also means examples where <idno type="URL"> is used to provide a URL for an article etc should be changed to <ref> -- an <idno> should be an identifier, not a pointer.

    Is the "section using biblStruct" #COBI? I don't see any examples of <idno> as a child of <biblStruct>.

    In Council breakout group, Syd points out that the ticket is about BIB.xml, not CO.xml.

    We agree with doing this but notes that we could use <ptr target="URL_here"/> instead of <ref target="URL_here"/> when you just have a URL. However, for reason <ptr> is not allowed as a child of <analytic>, <monogr>, and <series>. New ticket raised for that:

    Associated ticket was accepted and will be implemented.

    In Council discussion, we debated whether URLs given in the bibliography are references or identifiers. We think that ambiguous cases which are URLs are better done as <ref> or <ptr/>.

    So we will move <idno>s inside <analytic>, <monogr>, and <monogr>. We will also change to <ptr>s. Kevin will implement.
