[Swig-devel] Missing pcre.h when building on Win32

Hello,

I've followed the instructions in /Doc/Manual/Windows.html for
building on MinGW. I'm running the latest MinGW (the docs specify
MinGW-3.1.0-1.exe, but isn't this release ancient by now?).

I get this error on make:
Swig/misc.c:1119:18: fatal error: pcre.h: No such file or directory

It looks like I'm missing a dependency?

I need to build from svn as the current release doesn't generate
compilable code on the latest D2 compiler, there's already a fix for
it in svn but I have to build from source.
