./configure --prefix /my/place should configure swiglib in /my/place/...
It always goes to /usr/local/...
There's a flag for setting swiglib specifically, but it should do the right thing to start with if you use --prefix.
Works for me. I can't replicate this. Please use a fresh tarball and try again and send the log of what you did and the output for further analysis.
