If the preview is set to show the original subtitle, and there is a time-wise overlaying translation subtitle, the preview window won't show the original subtitle until the translation subtitle "ends" (even though it isn't supposed to be shown, it blocks the original subtitle from being shown).
This can be easily duplicated with the files provided. Load Winklebottom CZ as original and EN as translated.
At 0:26,492, if the video preview is set to show the original subtitles, the subtitle "Jídelna, kuchyně." should be shown. But it isn't, due to the EN translation subtitle that starts at 0:23,378 and ends at 0:27,805, thus intersecting the CZ version.
Unless we get an option to show both original and translation subtitles during video preview at the same time, then one should not block the other from being shown.
I.e. the other way should be fixed as well (orig. subtitles potentially blocking translation subtitles)

The same problem occurs also when translation is not involved. When 2 subtitles overlap the first one will always wins and it will be shown during its full period, while the 2nd one is only shown after the 2st one is done.
In your example it seems of course worse, because the 1st subtitle is blank, and the 2nd has to wait for it to be done.
What I can do is make sure that blank subtitles are not displayed and thus can not longer delay the display of the 2nd one.
But as soon as the 1st one is filled in (not blank) the 2nd one will be displayed delayed (after the 1st is done)...
So, it is better to remove overlaps...

Those overlaps only exist in the project, they do not exist in the subtitle files themselves, as empty subtitles are not saved in my case. Because empty subtitles are not saved, the files themselves contain no overlaps. (unless somebody would be able to load two subtitle files at the same time when playing the video)
Yes, just not showing empty subtitles seems like a simple yet effective solution for this. I forgot that if I ONLY have a subtitle list item that ONLY has a translation, then it counts as an empty subtitle in the original subtitle. Let's hope this solution doesn't break some other functionality.
But yeah, it seems to be working fine for me with the executable you have provided.
In fact, both original and translated subtitles should carry* the same timestamps*, there is only one starttime and one endtime for both an original and a translated subtitle, the spoken sectence begin and end does not change with which written text is connected to it.
So, if both original and translated subtitles separately do not contain overlaps then also the combination should not have them. A translated subtitle can not start sometime later (or earlier) than the original one!

That depends on your definition of translation. You are only taking one specific example.
In my case, it is more like language 1 and language 2. Which can have totally different subtitles.
You are also not taking into account notes. Sometimes, during translation into a specific language, it may be needed to create a note. As seen from another ticket, I usually do it by writing down the translation, inserting a new line (which is a cause for another ticket when using .vtt), and then putting "(explanatory note)" into the subtitle. The subtitle length then be modified to reflect that. But that of cause may cause an overlap. And good luck translating puns without doing this. ;)
