I'm not sure what the correct fix would be.  I'm thinking the issue is 
the ContentMapStack::pop($this->pageContext) command in the doEndTag of 
the TemplateInsertTag.php file.  That doEndTag also returns a 
Tag::EVAL_PAGE and maybe should return Tag::EVAL_BODY_AGAIN instead?
