Studs is quite stable, yes. Naturally there are changes that happen within the language that make things break over time, which happened recently, but the code was updated to work again with the newest versions of PHP (make sure you get the CVS version). One of the users of Studs once told me that he integrated Smarty templating into it, but he has yet to have sent me the code. It can certainly be done, but until that point, Studs doesn't have Smarty template support out of the box. Finally, it is really equivalent to struts 1.2, but there are portions that are still missing, such as the commons-validator and role restrictions. There are many great frameworks out there and each has its target audience.
