#1 add optional "charset" to g_mime_utils_header_encode_*

Add optional second arg "const char *charset = NULL"
to functions g_mime_utils_header_encode_text() and
g_mime_utils_header_encode_phrase().

Reason: problems with charset autodetection (for
example russian text detects as "iso-8859-5", however
"koi8-r" is preferred).
