[SoX-users] doubts about how converter files to OGG

Hello all

I am using SOX 12.18.1 for Windows XP, and I need to converter some =
files to OGG format.

I noticed that there is a information in this format as below

=20
a.. Ogg Vorbis files (with optional external library)=20

What does it mean? What Do I need?
Can You help me?
