I did some more "digging" over the weekend. My Slackware 10.0 (P1, GCC 3.3.3) system is using its distribution supplied Linux headers in /usr/include/linux. My 10.1 (P3, GCC 4.1.0) system is using the include headers from the installed Linux kernel v2.6.18. Since the .WAV reading difficulty is identical on both machines, the include directory doesn't appear to be the source of the problem. Sorry for the false alarm.
