The only time I messed with that sort of thing the tool (mplayer
or ffmpeg - I don't remember which I used) was able to correct
the audio to match the video.  This would be the preferred
solution.

Did you try that and it didn't work?

It should get you close.  I have used the linux tool
"soundstretch" for similar tasks.
