I work for the federal government and they now require any software we want to use much come with a signed CA digital certificate. Is this possible to get for the SoX-sound exchange software
The answer is almost certainly "no", unfortunately, but it's also not clear what "software…[must] come with a signed CA digital certificate" means.
I suggest you look into how you are supposed to use libre and open source software. I suspect that it's intended that you get it from a systems integrator (e.g. a Linux distribution) rather than directly from the upstream project.
